The Children's Commissioner intends to introduce new initiatives to improve the long-term outcomes of children in care and care leavers by introducing a new 'Stability Index' which will gather data on the number of placement moves experienced by children in care, together with changes of social worker and separation of siblings.
These are all-important issues for these children, alongside disadvantages in mental health and education, and it is very much hoped that a focus upon them by a requirement for local authorities to submit this data and for there to be a comparison between authorities may lead to some improvements for chronically disadvantaged children and young people.
